I added support for the pentium M 740 in my HP nx8220 notebook.
It is now possible to set the freqencies with sysctl.
The frequencies are currently displayed wrongly because of the
fact that they scale with the FSB. In my mashine it is 533 MHz.
For example a clockspeed of 1300 MHz is 1733 MHz real.
All freq->voltage mappings are read via ACPI under a patched
Linux 2.6.15 kernel, so they are no guesses.

It works as you can see with:
