Synopsis: recent NATT changes breaks racoon

The change committed to CVS doesn't fix installation of transport-mode
AH SAs on build.netbsd.org.  Note that the same "racoon" binary can
install SAs with no problem if we run a FAST_IPSEC kernel that uses
the alternate version of the netkey code.  I cannot include the full
racoon or ipsec.conf configs from that machine in this PR but will
get access to them for Manu separately so he can debug this.
