 The changes were for "Move UCB-licensed code from 4-clause to 3-clause
 licence." And they were for NetBSD PR #22280 and was related to University
 of California-Berkeley's relicensing.
 
 The two files you reference are not licensed by "UCB". They are not
 copyright by Univ. of California. And the retroactively relicensing does
 not apply.
