Gnats state-change mails get sent to the submitter and some other mail
addresses. Reply-to is not set though, so when the submitter replies,
the mail does not end up in gnats automatically. This causes additional
work for gnats-admin or the person who changed the state, which could
be avoided by setting the Reply-To to gnats-bugs.
