	The manual page of sa_stacks(2) says

	RETURN VALUES
		sa_stacks() returns zero on success.  Otherwise, a value
		of -1 is returned and errno is set to indicate the error.

	In reality, the sa_stacks(2) function returns the number of the
	stacks actually used.
