I wasn't aware that the rtc_offset had been made a sysstl, but you
need to set it MUCH earlier in the boot process than rc.d/sysctl.

It needs to be set before (or rather at the same time as) the system
clock is originally set from the hardware clock.
(in order to avoid time-warp issues).
