Using current xsrc on a current NetBSD i386 system, xf86config searches for
XKB rules file in /usr/X11R6/include/X11/xkb/rules/xfree86 instead of
/usr/X11R6/lib/X11/xkb/rules/xfree86 (include instead of lib).

run /usr/X11R6/bin/xf86config;
when keyboard should be configured, the following is printed:

XKB rules file '/usr/X11R6/include/X11/xkb/rules/xfree86' not found
Keyboard XKB options will be set to default values.
