On a machine with 8 MB memory, sysinstall fails to unpack the sets with
gzip crashing due to lack of core.

Since at that point a swap partition has already been created, a simple
workaround is to escape to the shell, manually invoke swapon, then
return to sysinstall.  This allows the installation to complete.

>How-To-Repeat:
Install NetBSD 1.6.1 on a Mac LC 475 with 8 MB of memory.

>Fix:
I suggest that the swap should be activated at the same time when
sysinstall mounts the new root on /mnt2.  Of course, this could be
made optional.
