install-info wants an info/dir to properly register info entries.

Install gmake which runs pkg_install-info when you don't have
any info/dir file (or it is zero bytes).
When it is 0 bytes, the error is:
install-info: /usr/info/dir: empty file

Install a skeleton info/dir if it doesn't exist or is 0 bytes.
(I think that zero byte info/dir came from old textutils package -- it's
made by an @exec in its PLIST.)
Maybe a dir.template can be installed to share/examples/pkg_install-info/.
Then if info/dir is missing or only 0 bytes then copy it into place.
(This could be done in an INSTALL script for pkg_install-info.)

topmost node of the Info hierarchy, called (dir)Top.
The first time you invoke Info you start off looking at this node.

This (the Directory node) gives a menu of major topics.
Typing "q" exits, "?" lists all Info commands, "d" returns here,
"h" gives a primer for first-timers,
"mEmacs<Return>" visits the Emacs manual, etc.
In Emacs, you can click mouse button 2 on a menu item or cross reference
to select it.
