	packages(7) doesn't mantion PKG_DEBUG_LEVEL; this is kind of
annoying since PKG_DEBUG_LEVEL is exactly what you need to use in order
to get right the use of many options in packages(7). Apparently it's
referenced in Packages.txt though, but not sufficiently comprehensively.
