sparc64 MAKEDEV has "ugen" creation code, but unlike (say) i364 MAKEDEV, it's
not referenced from the "usbs" section.

Add code to MAKEDEV.

My machine immediately panics when I use the ugen device.... maybe that's why they
aren't made by default?  Will file another bug report when I return on Monday.
