While rerunning "make do-build"s to work past the various changes
in the past month, I continue to see the cat pages being recreated
from the man pages, yet the make dependency should keep that from
happening. I think this appeared with the groff-1.19 "upgrade."

Do a "make build" then run "make do-build" repeatedly and observe
that the cat pages are being recreated over and over on each pass.
