The steps given at http://netbsd.org/Documentation/current/ describe installing the new kernel before compiling userland.  The new kernel could break toolchain utilities needed to compile and install userland. 

Also, the path given for GENERIC/netbsd is incorrect.

Also, more explanation of the steps and reasons for the steps would be helpful.  There is duplication with http://netbsd.org/Releases/current.html, and a bit of shuffling might make things easier to follow.
