Your point is valid. The gnats messages could be clearer. What message
are you talking about, exactly:  the one that says "You have N PR's in
feedback state", or something else?

To follow-up to PR pkg/20050, send mail to gnats-bugs at gnats.netbsd.org
(or netbsd.org) with a subject of (or beginning) ``Re: pkg/20050''. If you
just reply to the "Reply-To:" address of the original message, I think it
goes to gnats-admin, which works, too.
