When you try builing src/gnu/usr.bin/gcc with USETOOLS=never (I didn't try with USETOOLS=no), then you have:

> cd /usr/src/gnu/usr.bin/gcc
> make dependall
dependall ===> backend
cc -O -I. [...stripped...] -lnbcompat
ld: cannot find -lnbcompat
*** Error code 1
