LyX update to 1.3.1 and a new pkg lyx-qt (to remove the lyx_use_qt Makefile
knobs of the 1.3.0 pkg).

The lyx-qt pkg depends on pkg/20678 (latex-ttf-fonts).
This pkg fixes pkg/20604, too.

Changes:
As expected this is a maintenance release, which adds some polish to the new features of LyX 1.3.0 (especially the Qt frontend) and also fixes some significant bugs in the math editor and the lyx2lyx import script. We also threw in a few new features (new textclasses, latex import improvements) for good measure.
