ntalkd works fine, receiving talk from other machine works (if other machine is
not NetBSD or has COMPAT_LINUX)

yes i know - it sounds like nonsense but it is true.
i can send my kernel configs for reference.
It's possible COMPAT_LINUX forces other thing that i have not compiled in.
