	certain pkgsrc makefile targets (eg. readme and whatever's used
	by "pkg_chk -ink") don't seem to care if PKGTOOLS is up-to-date
	or not, however unless NO_PKGTOOLS_REQD_CHECK is defined they
	spew warnings about duplicate scripts for various other targets:
