The /dev filesystem on the sparc 1.6 rootfs.tgz has the sd devices major
device number set to 0.  I suspect it needs to be 7.  This prevents the 
installation script from finding any drives to install the OS on.

try to do a net install following the documentation explicitly

unpack the base.tgz set into another directory. Copy the MAKEDEV script over to the /dev on the diskless export for the install. Run the MAKEDEV
all or MAKEDEV sd0 or any other combo that will recreate the devices.
