Inform has been updated to 6.21.3.  This release fixes several bugs in the compiler and standard library.  This release has been configured to allow the programmer to create Z-machine or Glulx binaries depending on a switch fed to the inform binary.

Update Makefile to install 6.21.3.

WARNING!!! the Makefile in the tarball does not create directories properly and doesn't set some required symlinks.

1) $PREFIX/share/inform/6.21/* are not made.

2) Symlinks in $PREFIX/share/inform/6.21/module not made.  These seem to include English.h, Grammar.h, Parser.h, VerbLib.h, and Verblib.h.

3) Symlinks in $PREFIX/share/inform/6.21/include not made.  These seem to include AdHints.h and NewMenu.h.

Before submitting new package, the setup of these files in the current Inform package should be noted and have the new Makefile make sure these things are done.  PLEASE make sure the test programs compile.
