	With mk.conf containing MKCRYPTO=NO (I don't like to use the openssl
	that ships with NetBSD..don't ask), a build using build.sh fails on
	cgdconfig because it relies on libcrypto and openssl headers.

	Attempt to build cgdconfig w/o openssl installed.

	The Makefile for sbin needs to conditionalize cgdconfig around
	MKCRYPTO != no.
