	Compaq 2-port fxp card (i82558/inphy) fails to initialize sometimes.
	when it fails, it shows "no carrier" even when cable is attached and
	fxp is in IFF_UP state.

	sometimes, "ifconfig fxp0 down; ifconfig fxp0 media 100baseTX up"
	can recover the interface from the problem.  sometimes it does not
	work.

	the problem has been present since 1.6 was branched, but is not very
	repeatable.  could be autonegotiation problem.
