Doing a "make bin-install" under graphics/xpaint as a regular user did:
Trying ftp://ftp.netbsd.org/pub/NetBSD/packages/1.5/i386/All
pkg_add: can't open pkgdb: Permission denied
ftp: No control connection for command.Installing from source
Notice that I didn't have access for the pkgdb, so then it quit
and continued on its fallback alternative.
This was bsd.pkg.mk revision 1.1003.

Use "make bin-install" as a regular user.

Sorry I don't have a patch.
The fix should simply exit and say why.
(Instead of assuming that binary package may have not been available.)
Or it should prompt for su password.
