A small, nice, self-contained package that remembers some properties of
the windows blackbox is to manage (namely Omnipresent, OverrideRedirect,
initial workspace, ...).

The sources are somewhat hard to find. I hope I've found the right
location (that won't disapear nor change too often). 
I've also heard of a patch for bbappconf that adds the possibility to
start application in 'iconic' state. Since I don't use that feature and
the patch is even more hard to find, I don't include it here.
