System: NetBSD fnord 1.6_BETA4 NetBSD 1.6_BETA4 (GENERIC) #0: Mon Jul 29 17:53:37 EST 2002 root@fnord.adc.rmit.edu.au:/usr/src/release-1-6/src/sys/arch/i386/compile/GENERIC i386
Architecture: i386
Machine: i386
>Description:

This is stated in /etc/defaults/rc.conf:

# To run the ntpd(8) NTP server as an unprivileged user under a
# chroot(2) cage, uncomment the following, after ensuring that:
# - The kernel has "pseudo-device clockctl" compiled in
#       - /dev/clockctl is present
#
ntpd_chrootdir="/var/chroot/ntpd"

now /dev/clockctl exists but it is not in GENERIC

-current has it (in i386 GENERIC revision 1.494)
