When changing the state of a bug in gnats, a mail gets sent to the submitter,
the responsible person(s) or group(s), and the changing person.
If someone then replies to this, the reply doesn't end up in the
bug tracking system, since 'gnats-bugs@netbsd.org' is not in the To
nor in the Reply-To.
