install cvsweb on a CVS server on a Sun Solaris system

the rlog binary is missing under Sun Solaris : this is a RCS binary and 
RCS is not installed on Solaris.

the www/cvsweb package must require the package devel/rcs under OSes 
that do no have RCS binaries available.
