Cross-compile from Debian GNU/Linux 2.2.

etc/etc.sgimips/Makefile.inc says:
KERNEL_SETS= GENERIC GENERIC_INDY
but there is no sys/arch/sgimips/conf/GENERIC file, so a "make release"
fails:
