There's already has a /etc/rc.d/dmesg startup script.

And by default it is ran and saves a dmesg to /var/run/dmesg.boot.

Maybe instead add this idea directly to the /etc/rc.d/dmesg script?

Some rc.conf variable can be set if the admin wants this diff done; and
maybe it can be emailed (like the security report is emailed).
