Some time ago a pseudo device to let non-root users manipulate the system
clock has been added to let ntpd run without super-user privileges. MAKEDEV
already creates the device node, ntpd and its startup skript have been
changed to let users make use of this but the necessary pseudo-device is
missing in GENERIC config files.
