build.sh can't 'make release' while cross compiling because the installboot program isn't part of the toolchain. Instead the target installboot program is used, and it won't run on the build host.

As far as I can tell, no cross compilation can possibly build a release because of this, hence the Severity and Priorty I have place on it.

A related PR is install/10922. Since the new toolchain exists, once installboot is added to it, install/10922 can be closed.
