make iso-image creates a cdrom with installation/binary/etc in the root,
and sysinst expects the files on cd to be in /i386/binary/sets

cd /usr/src/etc && make DESTDIR=whatever RELEASEDIR=whatever iso-image

Change etc/Makefile to correct this? I will be following up this pr with a
patch to do that.
