Changes:
- fixed a couple of problems in xmlSetProp()
- Print an unmaskable error on stderr instead
- Fixed a couple of macro errors
- catalog.c: use the URL notation file:// for default catalog paths

Changes:
- bump Library Minor Version to .6.11

Should the LTCONFIG_OVERRIDE need to remove because libxml2
won't use ltconfig ?
