System: NetBSD fang 1.5.2 NetBSD 1.5.2 (GENERIC) #0: Thu Sep 27 04:08:41 PDT 2001 grant@fang:/data1/src/sys/arch/i386/compile/GENERIC i386

>Description:
after using sysinst to upgrade from 1.5.1 to 1.5.2, wscons=YES was not
set in /etc/rc.conf.

A fresh install of 1.5.2 has wscons=YES set.

can't say whether it should or shouldn't be defined, but it should
be consistent.
>How-To-Repeat:
Install 1.5.1, use sysinst to upgrade to 1.5.2.
