In the long run, this would be better remembered if it was listed in the
steps that are followed for each release; maybe add a note to the
developers/releng/release-process.html webpage.

By the way, what does the gnats "Confidential" mean? (This one said "yes",
but I still received it via the netbsd-bugs list.)
