Where can I find PRs as they were originally submitted?

In other words, without any HTML added.

In particular, I want to find this:
 http://mail-index.netbsd.org/netbsd-bugs/1999/04/13/0000.html
 This has HTML.

 http://www.NetBSD.org/cgi-bin/query-pr-single.pl?number=7366
 This has HTML plus it appears that the tabs are gone in the patch.

I don't want HTML nor ISO encoding and I want the patch to include the
original formatting (i.e. tabs).
