This patch gives the user the ability to enable and disable SMART
via atactl.  It also provides a report of SMART attributes via
atactl.

The patch was made against NetBSD-current as of 04-28-01, however
it was made to build also in NetBSD 1.5.  It will likely need
modification before being committed.
