We don't claim binary compatibility when going to a newer version of NetBSD
with a similar library moved from pkg to base system.  Your old binaries
will still require the old library, until they are recompiled.

However, the major number of libintl in the base system should probably be
superbumped (to 10 or so) to make room for FSF expansion, to make the number
larger than the one in /usr/pkg/lib.
