src/usr.bin/vi/catalog builds a program called "dump" and
uses it to generate message catalogs.

cd src/usr.bin/vi/catalog; make cleandir; make
>Fix:
Change it to use the bsd.hostprog.mk stuff. Better yet,
make vi(1) use the existing catgets(3) routines and message
catalog format already supplied by NetBSD.
