	if you want real robust system, and you do not believe multibyte
	locale stuff is mature enough, (and maybe you are in Europe and
	want to use singlebyte locale) you want to disable it.  it's not
	happy for us Citrus developers, but i believe there are such requests.
	anyway, if we have solution for statically-linked binaries,
	we can reuse that technique for this.
