I had seen the 16-partition bantering, but to me that sounded like
things were changing in a way that would be transparent to an upgrade.

Is the order of things important (lest one is left with a non-bootable
system)?

    build kernel
    reboot new kernel
    build userland
    install userland
    MKDEV
    reboot (to clear out daemons running old code)
