src/share/mklocale is badly named.  Those are locale files,
they should be in src/share/locale.

In general, directories in 'src/share' aren't named for the program
that's used on them, but rather for their contents.

For instance, src/share/zoneinfo is named that way, rather
than src/share/zic.  src/share/tmac rather than src/share/roff...
(i could go on.)

The fact that these files are installed into /usr/share/locale
reinforces the point.
