	/usr/bin/mklocale is used directly in the build process.  Instead,
	a MKLOCALE make variable should be defined in bsd.sys.mk, which
	allows cross-compiling scripts (which may be running on non-NetBSD
	systems) to override MKLOCALE to the appropriate host tool.
