	/etc/openssl/cert.pem shouldn't exist.  In /etc/mtree/NetBSD.dist,
	it's defined to be a directory, but it is actually supposed to be
	the default X509 certificate file, as seen in:

		src/crypto/dist/openssl/crypto/cryptlib.h
		src/crypto/dist/openssl/crypto/x509/x509_def.c
