	while building GCC, i noticed it saying it did not need to declare a
	"putc_unlocked()" function.  i am unable to unearth any documentation
	on exactly what putc_unlocked is beyond RTFS...

>How-To-Repeat:

	wonder what these {put,get}c{,har}_unlocked() functions are and be
	unable to find a man page on them.

	add documentation to putc(3) and getc(3) man pages describing the
	unlocked versions.
