Because you think ld.so.conf is only used to specify library search path.
It can be used for something else, and I'm not sure search path work for
ELF ld.so.conf. What you should have on your system is:
libm.so.0       machdep.fpu_present     1:libm387.so.0,libm.so.0

and that's all.
