cad/spice fails compilation out of pkgsrc when LOCALBASE=/usr

cd $PKGSRCHOME && cd cat/spice && LOCALBASE=/usr make
>Fix:
my workaround was to remove the -I${LOCALBASE}/include directives from
the makefile... I'm sure there's a more elegant way, though.
