	When attempting to transfer files via rsync from rsync.netbsd.org
	the following occurs.

# rsync rsync://rsync.netbsd.org/anoncvs
@ERROR: failed to open lock file /var/run/rsyncd.lock : Permission denied

	This occurs when actually attempting to bring down something rather
	than simply doing 'rsync rsync://rsync.netbsd.org' which works.
