This is a feature, it's to avoid situation where the admin puts a custom file
/etc/sendmail.cf and believe it's used; where sendmail is using
/etc/mail/sendmail.cf shipped by default with NetBSD. Various problems can
result from this, from security issues to lost mails.

You can remove the check *if you really know what you're doing*.
