	the problem persists in the latest netbsd-current.
	the problem looks to be BIND4 issue.  machines with BIND8 resolver
	(like BSD/OS 4.1) does not have the issue.  i'll try to upgrade
	resolver to BIND8, but the upgrade is very hard one...
